The Department of Health and Human Services (HHS) has proposed a new rule regulating the distribution of grants. HHS has historically held that any program or organization receiving a grant may not discriminate based on religion, race, ethnicity or sex. When Gen. Michael Kurilla, commander of U.S. Central Command, testified in the U.S. Senate Armed Services Committee on March 7 he issued a warning about ISIS-K, a terrorist group based in Afghanistan.
