Dulce Quintero: “They/Them” Secretary of IDHS
Written by David E. Smith
JB Pritzker appointed Dulce Quintero in September 2023 as Secretary of the Illinois Department of Human Services (IDHS), making Quintero the first gender-confused appointee to lead a statewide agency in Illinois. Quintero is an LGBTQIA+ activist who was inducted into the Chicago LGBT Hall of Fame in 2017 in recognition of her advocacy and leadership on behalf of LGBTQIA+ youth in Chicago. She is listed as
one of the first Latina organizers of the Dyke March in 2008 and was at the forefront of expanding visibility of the social justice rally citywide by moving the march from Andersonville to Pilsen and Humboldt Park.
The Chicago Dyke March is an annual public exhibition of dyke, queer, bisexual, and transgender defiance. The event was created as a protest against the “corporate, white male dominated Chicago Pride Parade” to build dyke visibility without corporate sponsorship.
Quintero identifies as “non-binary” and uses “they/them” pronouns in an effort to construct an alternate reality. No, this is not an episode of The Twilight Zone. It is part of a broader attempt to erase God’s design of male and female. Out of love and wisdom, God created men and women to complement one another. Woke Democrats reject ordered design and instead promote confusion, rebellion, and chaos.
During a 2023 Illinois Public Media (WILL) radio segment, in which the hosts repeatedly referred to Quintero as “they,” the 48-year-old explained that she was born in Tijuana to a Mormon family. In a separate interview with the Windy City Times, Quintero stated that she views gender identity as existing on a spectrum and remains open to how her identity may “evolve” in the future.
Illinois Family Institute’s Kathy Valente points out:
Not that long ago, the “gay rights movement” was commonly represented by four letters: LGBT — lesbian, gay, bisexual, and transgender. Then, for a time, the “T” seemed to fade into the background. We warned that the movement’s broader goal was not merely tolerance, but the redefinition and rejection of longstanding sexual norms rooted in biology and history. Activists strategically downplayed transgenderism until the broader LGB political agenda had largely achieved its legal objectives. But the “T” never truly disappeared. In fact, transgender activism has now become one of the fiercest forces within the movement.
And the expansion did not stop there. What was once LGBT has grown into an ever-expanding alphabet soup of sexual identities and classifications — with activists now promoting 72-107 gender and sexual identities, and the list continues to grow.
State Senator Andrew Chesney (R-Freeport), posted his concerns on his Facebook page, saying:
Quintero will continue overseeing mental health, addiction recovery, early childhood programs, rehabilitation services, and family services impacting countless Illinois families. Illinois families deserve competent leadership focused on results, not political ideology and those that suffer from gender dysphoria.
Secretary Quintero is an LGBTQIA+ and “nonbinary” activist whose taxpayer-funded salary exceeds $225,000 per year. Under Quintero’s leadership, the $7.9 billion Illinois Department of Human Services is focused on “equity,” “dignity,” and “systemic transformation” — language that serves as cover for advancing left-wing ideology through state government. You can learn more from this official video on the IDHS website.
JB Pritzker’s administration has fully embraced wokeism and gender ideology in service of a radical political agenda. Illinois taxpayers and families deserve state agencies grounded in truth, competence, and reality — not political activism detached from biological and biblical truth. Christians must stand firmly for the Truth and recognize the spiritual nature of this cultural battle. As the Apostle Paul wrote, “And just as they did not see fit to acknowledge God any longer, God gave them over to a depraved mind, to do those things which are not proper” (Romans 1:28).
This is, first and foremost, a spiritual battle. Therefore, we must commit ourselves to praying for our governor and his cabinet members, including Secretary Quintero. Only God can remove the scales from their eyes and lead them to the truth.
The Illinois Senate approved her appointment (AM 1040121) on a partisan roll call (39 to 17) after State Senators Jason Plummer (R-Edwardsville), Seth Lewis (R-Carol Stream), Terri Byrant (R-Murphysburo), Steve McClure (R-Effingham) and Neil Anderson (R-Aledo) raised multiple objections to the process and the nominee.
