Cultural Affairs Update (SE #76)

SB 2872 was signed into law on August 2nd. It requires public schools to teach children “relaxation activities to enhance the mental and physical health of students” at least once a week. These techniques include, but are not limited to, mindful-based movements, yoga, breathing, meditation, and guided relaxation and may take place in social-emotional learning classes.

HB 4895 was signed into law on August 9th. Beginning in school year 2026, teachers must give instruction on climate change, which shall include, but not be limited to, identifying the environmental and ecological impacts and evaluating solutions to mitigate the impact.

HB 5239 was signed into law on August 7th. It restricts anyone from obtaining information about “lawful healthcare activity,” and more, through a FOIA request. Under this law, a parent would not be able to obtain information about their minor daughter’s abortion; their child’s STD treatment and books accessed at the library. It prohibits the State from any involvement in imposing civil or criminal penalties on a person that crossed state lines with another person, including a minor, seeking an abortion. Don’t think for a minute that comprehensive sex ed class instruction won’t make students aware of this law.
