The Threat of Non-Citizens Voting is Here

The threat of non-citizens voting is real. It’s time to restore confidence in U.S. elections. Congress must pass the ‘SAVE’ Act which stands for the “Safeguard American Voter Eligibility’ Act.
If 6.4 percent of all noncitizens were to vote in the 2024 general election (which is the same rate as noncitizen voting found in the 2014 study) more than two million noncitizens (2,028,800) would end up casting a ballot.
If that same percent of the 5.1 million noncitizens who arrived in the U.S. over the past two years were to vote, that would equal 326,400 noncitizen votes. Either way, those numbers are sufficient enough to determine the outcome of the 2024 Presidential election.
Democrats want you to believe in 2016 the election was “stolen” due to “foreign election interference.” On the other hand, they also want you to believe that the 2020 election was “the most safe and secure election in American history”.
Unfortunately, neither is true.
The fact of the matter is our elections are broken and if we don’t fix them and restore faith in our elections it will be impossible for Americans to trust the integrity of our elections now or in the future. Make no mistake, this is about the rule of law.
The most fundamental or core principle of our country is the rule of law. It’s what sets our nation apart. The most fundamental thing you can do to destroy the rule of law and destroy our Republic is undermine the faith and integrity of our elections and make it unclear as to who is voting.
Remember this if nothing else. Democrats argue and insist that illegals won’t vote in our elections because it’s illegal. Well, it’s illegal for illegal immigrants or noncitizens to invade our country too, but we all know that’s still happening, isn’t it?
The Illegal Immigration Reform and Responsibility Act of 1996 is a federal law that states it is unlawful for noncitizens to vote in Federal elections, but the fact of the matter is, this does not apply to state and local elections.

Additionally, the National Voter Registration Act (NVRA) and the Uniformed and Overseas Citizens Absentee Voter Act (UOCAVA) have huge loopholes that allow noncitizens to vote. For example, the NVRA forces states to accept the federal voter registration form, but the law includes no language requiring proof of citizenship to register. In addition, the Supreme Court has ruled that states must accept the federal form and can’t add any requirement for proof of citizenship.
Let’s restate that.
All states must accept the federal form for voter registration and the form includes NO PROOF of citizenship!
UOCAVA was supposed to help overseas military and families vote. However, there is no requirement to show proof of citizenship when registering to vote and no requirement to show ID when voting. In addition, most of these ballots are submitted by email.
So, we have 8-10 million illegals or non-citizens (and that doesn’t include the got-aways) that have invaded our southern border in the last 3 ½ years during the Biden administration and we don’t require any proof of citizenship when registering them to vote.
But wait there’s more.
Just in case you are unaware, almost immediately after Joe Biden took office, he issued Executive Order 14019, turning every federal agency into a voter registration agency. Every federal agency and their offices in every state was required to offer registration to every person with whom they came in contact!
How do we know if they are verifying citizenship? We have no way of knowing this, but most likely they are not.
According to an election integrity poll by the Tea Party Patriots that was commissioned by John McLaughlin’s company:
87% of Americans agree that ‘proof of U.S. citizenship should be required to register to vote in American elections,’ and
86% agree that “only U.S. citizens should be allowed to vote in elections in America.”
As U.S. Senator Mike Lee (R-UT) stated at a press conference on the ‘SAVE’ Act that took place on May 8th, 2024, it matters to be a U.S. citizen and one citizen should equate to one vote. He also said the only reason Democrats oppose this bill is they want non-citizens to vote and influence the outcome of our elections.
So, in Illinois, the state must accept the NVRA voter registration application. This application only asks the non-citizen to check a box – either ‘yes’ or ‘no’ when asked if they are a citizen of the United States of America.
Then, that individual signs his/her name stating that under perjury they have reviewed the information and “swear” they are a U.S. citizen and that the information provided is true “to the best of their knowledge”.
In addition, an individual must provide an Illinois DLN, SIID number, or the last four of an SSN.
Alternatively, first-time registrants are advised to obtain a mail-in registration form which “should” be accompanied by a copy of a current and valid photo ID or a current copy of a utility bill, bank statement, paycheck, government check, or other government document showing his or her name and address.
With this system, individuals who lack a DLN, SIID, and SSN are directed to use a mail-in form.
These individuals are not appearing in person and are only providing copies (rather than originals) of any of the documents allowed. At best, items listed in relation to the mail-in form show state presence while falling short of verifying identity and citizenship.
As such, in Illinois an individual can register to vote in federal elections without supplying any unique, government-issued identification number to prove identity, much less citizenship.
Take ACTION: Please click HERE to send a message to your Congress members asking them to support this vital legislation. The SAVE Act would require states to verify U.S. citizenship before distributing voter registration forms. Unfortunately this proposal lacks support from Democrats.

Election security should be a major concern for all American citizens. Our federal lawmakers need a flood of calls and emails on this issue. (The bill numbers are H.R. 8281 in the U.S. House and S. 4292 in the U.S. Senate, respectively.)
Background
The ‘SAVE’ ACT was originally sponsored by U.S. Representative Chip Roy (R-TX) and U.S. Senator Mike Lee (R-UT). This legislation would require proof of citizenship to register to vote in federal elections.
Congressman Roy said,
“Secure elections are a key cornerstone for any representative government; without them, we won’t have a country. Radical progressive Democrats know this and are using open border policies while also attacking election integrity laws to fundamentally remake America. That’s why I am proud to introduce the SAVE Act with Speaker Johnson and my Republican colleagues, along with the invaluable support of citizens and organizations that recognize we must end the practice of non-citizens voting in our elections.”
“Illegal immigrants and non-citizens across the nation are being improperly registered to vote, allowing them to cast illegitimate ballots in federal elections,” said Senator Mike Lee, who has companion legislation in the Senate.
“At a time when trust in voting is more important than ever, we must stop foreign election interference and pass the SAVE Act. Voting is both a sacred right and responsibility of American citizenship, and allowing the people of other nations access to our elections is a grave blow to our security and self-governance. I’m proud to stand with Chip Roy to save our democratic process and representative government.”
It would also:
- Amend the NVRA to require states to obtain documentary proof of citizenship (DPOC) and identity – in person – when registering an individual to vote in a Federal election.
- Require states to establish a program to remove non-citizens from their existing voter rolls and give states no-cost access to the Department of Homeland Security and Social Security Administration databases to do so.
- Empower citizens to bring civil suits against election officials that fail to uphold proof of citizenship requirements for Federal elections and add penalties for election officials that register non-citizens to vote in Federal elections.
- Direct the Election Assistance Commission (EAC) to promptly update any guidance associated with the SAVE Act and streamline updates to Federal forms by exempting the updates from the Paperwork Reduction Act.
- Direct DHS to determine whether to conduct removal proceedings if a noncitizen has been identified as having registered to vote in federal elections.
- Require DHS to notify a state chief election official whenever an individual has been naturalized in that state, thus ensuring our nation’s newest citizens are able to exercise their right to vote.
- Protect the rights of citizens by ensuring they may cast a provisional ballot on election day in the event the individual experiences issues related to voter registration.
The bottom-line is the evidence is overwhelming.
Noncitizens are not only able to obtain a Driver’s license, but also a Social Security number! Neither of which proves that the individual is a legal citizen that should vote, let alone be registered to vote in our country.
The Biden Administration’s policies have encouraged illegals and non-citizens to flood our southern borders. This administration has aided these illegals in obtaining social security numbers.
The loopholes in our current federal law could allow noncitizens to register to vote. A social security number alone is ineffective to prevent noncitizen registration and noncitizen voting.
Noncitizens have been illegally voting in federal elections and have, according to one study, even affected the outcome of elections.
Noncitizen voting is a threat to election integrity and the rule of law in our country.
Congress must pass the SAVE Act to close the loopholes that have allowed noncitizen voting, to enhance election security, to reduce the risk of foreign election interference, and to restore Americans’ confidence in U.S. elections.

But U.S. Representative Darin LaHood (IL-Peoria) has not yet co-sponsored this legislation. Please reach out to LaHood (202-225-6201) and urge him to support the ‘SAVE’ Act and urge him to pass it on July 8th.
Our state must require IDs to clearly indicate citizenship status, create processes to ensure Department of Motor Vehicles and Social Services do NOT register non-citizens, and ensure that non-citizen registration is NOT included in registration paperwork provided to election officials.
