<p>Article <strong><u>1</u></strong>, Section <strong><u>2</u></strong>, Clause <strong><u>3</u></strong>, of the U.S. Constitution <a href="https://uscode.house.gov/static/constitution.pdf" target="_blank" rel="noopener">requires</a> legislative districts to be based upon an actual count of population every 10 years.  The Illinois Constitution also requires this.</p>
<p>The procedure for drawing legislative districts prescribed by the Illinois Constitution is for the Legislature to complete a redistricting plan for legislative districts according to the new federal census, in the year following the census.</p>

<p>The news in Illinois these days is grim to say the least. A few days ago Illinois Governor <strong>J.B. Pritzker</strong> announced a plan to <a href="https://illinoisfamilyaction.org/wp-content/uploads/2020/05/Restore-Illinois-A-Public-Health-Approach-To-Safely-Reopen-Our-State.pdf" target="_blank" rel="noopener noreferrer">‘Restore’ Illinois</a> that, if actually followed, will surely destroy whatever is left of both our God-given and constitutionally protected civil rights and our livelihoods. According to the governor, ‘normal’ will not return to Illinois until we have a <em>vaccine</em> or a drug that he deems “highly effective.”</p>

<p>In a 4-3 <a href="http://www.illinoiscourts.gov/Opinions/SupremeCourt/2016/121077.pdf">ruling</a>, the Illinois Supreme Court erased from November ballots a referendum on <a href="https://www.illinoispolicy.org/why-madigan-wants-the-map/">legislative mapmaking</a>, and handed a major victory to Illinois House Speaker <strong>Mike Madigan</strong> Aug. 25.</p>
<p>In its ruling, the Illinois Supreme Court affirmed the July 20 <a href="https://www.illinoispolicy.org/madigans-map-cook-county-judge-blocks-redistricting-reform-efforts/">decision</a> from Cook County Circuit Court Judge<strong> Diane Larsen</strong>.</p>
